If you are a football player you should not be bulking and cutting. You should be trying to get stronger and be doing plyos, agility drills and sprints. Unless your coach tells you to lose weight you should not be bulking and cutting, that is Bodybuilding. It is a completely different sport than football.
Depends on the position. Some players need to bulk or cut during the off season to optimize performance. This isn't uncommon for the pro's at all.
